New Rules for Postgraduate Study Pass First Reading
New rules for postgraduate study have passed their first reading. Postgraduate study is to become once more the third level of higher education: postgraduates will enjoy the right to deferment from military service, will be able to claim a place in a hall of residence, and will receive a stipend (though I received one under the new rules too, however tiny), financial assistance and the other rights of students. The bill envisages a greater role for the dissertation and, it seems, the abolition of the defence of the scientific report as a condition of completing postgraduate study, as a duplicating provision. At any rate, not one of my own teachers was ever able to explain to me what the point of the scientific report is, or what sort of golem it is supposed to be. Moreover, the dissertation may be defended even before postgraduate study has been completed. It is proposed to pay more attention to the scholarly side of things, I hope at the expense of fewer foolish formalities, absurd state attestations and perpetual inspections. Well, we shall see.
