The matters at issue were the Soviet Union's entry into the war against Japan and the postwar fate of the Balkans and Poland.
Besides Stalin, Molotov and Churchill, the conference was attended by the British Foreign Secretary Eden, the Chief of the British General Staff Alan Brooke, the American ambassador Averell Harriman, and the head of the American military mission in the Soviet Union, John Russell Deane.
