Federation Council approves law on leasing cultural heritage sites under concession agreements.

The law is intended to attract more private investment for the preservation and restoration of cultural heritage sites. Concessionaires will be obliged to carry out restoration and conservation work on such sites, observing the requirements of the norms established by law in this field. Once the restoration work is complete, concessionaires receive a pre-emptive right to purchase the site.

A number of sites, however, remain under special protection: memorial apartments, mausoleums, works of monumental art and buildings of religious purpose cannot become the subject of concession agreements.
