"In view of information received that the Provisional Government has afforded Nicholas Romanov the opportunity to leave for England, it has been resolved to declare forthwith to the Provisional Government the inflexible will of the Executive Committee not to permit the departure of Nicholas Romanov for England and to arrest him. It has been resolved to designate the Trubetskoy Bastion of the Peter and Paul Fortress as the place of Nicholas Romanov's confinement, the command of the latter to be replaced for this purpose. The arrest of Nicholas Romanov has been resolved to be carried out at all costs, even should this threaten a rupture of relations with the Provisional Government."
