Provocation and blackmail in the former Police Department and Governor-General Pilts's letter
I cannot refrain from sharing with you the vile thoughts that arise after the revelation of certain abominations in our Police Department, rechristened with the bashful name of Civil. Div. of the State Guard. This institution has begun work only very recently, yet it has contrived such doings as the Police Department itself seldom witnessed in all the long years of its existence. The Intelligence Section busies itself with provocation and blackmail against a great many people, including its own minister and his deputy.
Going through my correspondence, I found a letter from the Governor-General of Irkutsk, Alexander Ivanovich Pilts, containing a detailed account of the techniques for disposing of political opponents in 1917. As is customary, the provocations are arranged not without the participation of so-called public figures.
