Alexandre Ier invitait Jeremy Bentham à sa cour, entretenait avec lui une correspondance et suivait ses conseils. Bentham avait imaginé le vote secret pour le Parlement, mais Karamzine déclara que cela ne prendrait pas en Russie, et la bonne idée fut enterrée.
