# Question about a single national list of scientific periodicals given RINTs, the VAK list and RSCI

Vladislav Panchenko, Vice-President of the Academy of Sciences, proposes the creation of a national list of scientific periodicals.

He explains that *“without a single national list of scientific periodicals we shall not be able to go on developing, or to defend our positions in the international scientific community, including the publishing community in various countries of the world... \[The Russian-language collection of scientific periodicals\] has lost its face in the English-language version. There is no longer a translation of Russian journals, but a certain improvisation on the theme, so to speak.”*

I confess I did not quite understand what is meant. Firstly, practically all our scientific publications are already indexed in the RSCI (Russian Science Citation Index, known in Russian as RINTs); secondly, there is the list of the Higher Attestation Commission (VAK); thirdly, there is the Russian Science Citation Index list.

Perhaps what is envisaged is some sort of register of journals to be promoted in the West, but unless I am mistaken, a similar system existed among us not so long ago. Does anyone have any idea which national list of scientific periodicals is being spoken of?
