The Brezhnev constitution contained a good deal of absurdity of its own: the USSR was described as a state of the dictatorship of the proletariat that had fulfilled its tasks and become a state of the whole people, "developed socialism" was defined as a stage on the road to communism, and mention was made of advanced science, of mighty productive forces, and of a new historical community, the Soviet people. The supreme aim of the Soviet state was declared to be the building of a classless communist society. The text of the fundamental law also contained outright contradictions between its articles. For example, Articles 1 and 2 stated that the people of the USSR exercised power through the Soviets of People's Deputies, and that the Soviets formed the political foundation of the state. Article 6 specified that the core of the political system was the CPSU, which decided all the key affairs of state: economic, political and international. That is to say, contrary to Articles 1 and 2, the country was governed neither by the head of state nor by the government, but by the leader of the party.
