One may "apply" for the competitive selection until the end of July. It is run by the Presidential Foundation for Cultural Initiatives. The winners are expected to be determined by September.

"The expert review takes place during August, and already at the beginning of September, we assume, the coordinating council will be able to approve the results of the competitive selection," said Sergei Kiriyenko, First Deputy Head of the Presidential Administration.

Incidentally, 3.5 billion is not the limit. In all, the authorities have promised to allocate around 5 billion roubles to national culture this year. Given the outlay, I suppose, the projects ought to be more than worthy!
