# Among the presidential instructions following the meeting of the Council for Culture there turned up a touching one:

> The Government of the Russian Federation, jointly with the Ministry of Justice of Russia, is to consider the question of drafting regulatory legal acts aimed at granting cultural organisations the right to use works created by outstanding Russian authors in cases of unjustified refusal by rights holders to grant such a right, or other abuses.

In other words, "outstanding" authors are to be set apart as a separate caste, whose heirs have no right to say "no". Genius becomes grounds for expropriation. The construction "unjustified refusal" looks especially splendid. Unjustified before whom, and by whose criteria? Who will assess the justification?

My fervent greetings to those rights holders who are reluctant to surrender grandfather's play for the required stage production or film, a remake by some director who is excellent in every respect and warmly sheltered by the officials. Such abuses shall not pass!

This is what public domain on demand looks like, when the demand comes from the right quarter. Copyright stays with the heir until the moment it is needed by someone with the proper request.

On the other hand, when Yulia Menshova categorically refused to support the idea of a remake of her father's film, for some reason this stopped no one, and the picture was reshot all the same.
