Yes, this is the same contemporary artist whose chandelier of multicoloured glass beads hangs in the Petit Palais in Paris; his style is instantly recognisable.

At present, works by Othoniel are on show in all the museums and historic sights of Avignon. I cannot recall a comparable exhibition in history. The project is called "The Cosmos of Othoniel, or Ghosts of Love". In essence, it is a large-scale solo exhibition by a single artist across an entire city, and not a series of one-off interventions in various locations.
