“In view of information received that the Provisional Government has granted Nicholas Romanov the opportunity to leave for England, it has been resolved to declare forthwith to the Provisional Government the inflexible will of the Executive Committee not to permit Nicholas Romanov’s departure for England and to arrest him. It has been resolved to designate the Trubetskoy Bastion of the Peter and Paul Fortress as the place of Nicholas Romanov’s confinement, replacing for this purpose the command staff of the latter. The arrest of Nicholas Romanov is to be carried out at all costs, even if this should threaten a rupture of relations with the Provisional Government.”
