At the elections to the Central Committee at the Seventeenth Congress of the VKP(b) in 1934, Stalin was struck off 292 ballot papers. But Stalin ordered 289 of them to be destroyed, leaving only the three cast against him. As a result, the protocol presented to the 1,966 delegates, who represented 1,872,488 party members and 935,298 candidate members, reported that only three people had voted against Stalin's candidacy.
The congress would later become known as the "Congress of the Executed". Most of its delegates would be destroyed. Of the 63 members of the counting commission, 60 were shot. 1,108 delegates to the congress were arrested on charges of counter-revolutionary crimes. Of the 139 members and candidate members of the Central Committee of the party, 108 were repressed, and 93 were killed in 1937 to 1939\. They were killed in whole batches, and more than half of these people were shot within eight days.
