The casket was intended for the safekeeping of important founding documents and charters granted for the administration of the governorates of the All-Russian Empire". The Tver Viceroyalty, established on 25 November 1775, became the first administrative-territorial unit of the new pattern in the Russian Empire. The casket is crowned with a "radiance", a rayed diadem at whose centre is an applied cast cipher with the monogram of Catherine the Second beneath the imperial crown. On the breast of the double-headed eagle, which rests below on graceful volutes, is a medallion with the coat of arms of Tver. On either side of the pedestal are allegorical figures. On the left is Ceres, goddess of fertility, with a cornucopia in her hand. On the right, in a plumed helmet, is Minerva, goddess of wisdom, at whose feet lies a shield with a double-headed eagle, an allegory of military victories.

The exhibit from the Tver Regional Art Gallery is on display until 17 August at the exhibition "The Triumph of Catherine II" in Tsaritsyno
