Out of the shards of the Ottoman possessions, Catherine planned to fashion a New Byzantine realm for her grandson Constantine, who was to be enthroned in Constantinople. On the map these lands are marked in red. Catherine is believed to have put faith in the Orthodox prophecy of Constantine, the first and last emperor of the Eastern Roman Empire, and of a second Constantine who was destined to revive it. That is why the Empress named her grandson Constantine.

Moldavia, Wallachia and Bessarabia, marked in blue, were to form the Kingdom of Dacia, which was to pass under the rule of Grigory Potemkin. Catherine justified the creation of Dacia as "...the restoration of the ancient Greek monarchy upon the ruins of the fallen barbarian rule that holds sway here today".

The yellow areas show the compensations due to the Habsburg Empire: these lands were to go to the Holy Roman Empire.

The territories picked out in neon were intended for the Venetian Republic.

Naturally, France, the Turks' centuries-old ally, and England, Russia's centuries-old adversary, could not allow such a thing.
