By the favouring mercy of God, We, Alexander the Second, Emperor and Autocrat of All the Russias, of Moscow, Kiev, Vladimir, Novgorod; Tsar of Kazan, Tsar of Astrakhan, Tsar of Poland, Tsar of Siberia, Tsar of the Tauric Chersonese, Tsar of Georgia; Sovereign of Pskov and Grand Duke of Smolensk, Lithuania, Volhynia, Podolia and Finland; Prince of Estonia, Livonia, Courland and Semigallia, Samogitia, Białystok, Karelia, Tver, Yugra, Perm, Vyatka, Bulgaria and others; Sovereign and Grand Duke of Nizhny Novgorod, Chernigov, Ryazan, Polotsk, Rostov, Yaroslavl, Belozersk, Udoria, Obdoria, Kondia, Vitebsk, Mstislavl, and Ruler of all the northern country; and Sovereign of the lands of Iveria, Kartalinia and Kabardinia and of the provinces of Armenia; Hereditary Sovereign and Possessor of the Circassian and Mountain Princes and of others; Sovereign of Turkestan; Heir of Norway, Duke of Schleswig-Holstein, Stormarn, Dithmarschen and Oldenburg, and so forth, and so forth, and so forth. We make known by these presents that, in consequence of a mutual agreement between Us and the Government of the United States of North America, Our Plenipotentiaries concluded and signed at Washington, on 18/30 April of the present year 1867, a treaty for the cession of Our North American colonies.

On 18 October 1867 Alaska was transferred to the USA
