Thanks to the striking appearance of the lady behind Sébastien Lecornu during his address on the introduction of a curfew in response to the protests, I learnt of the existence of such an interesting department as the Ministry of Regional Planning and Decentralisation, which is headed by none other than Françoise Gatel, captured here in an effective top from an Italian brand.

Since 1981, "decentralisation" has been a part of the portfolios of various ministries: the ministry of the interior and decentralisation, the ministry of state reform, decentralisation and the civil service, the ministry of partnership with the territories and decentralisation, the ministry of regional planning and decentralisation. For the most part, as I understand it, these departments have no apparatus of their own, and are responsible for relations between the state and the regions, departments and communes, for their financing from the state budget, and for regional planning policy. Among other things, the ministry oversees the preparation of laws on local self-government and distributes subsidies.

Only last year the government promised a grand act of decentralisation from this ministry, but what appeared instead was a bill on strengthening the local state, which in essence transfers powers from the central ministries to their own representatives on the ground, above all the prefects, gives them the right to depart from state administrative norms, and subordinates to them the regional branches of state agencies.

So it is no accident that the madam in the feather-trimmed attire is in the front rank among the speakers on the subject of the unrest across the country.
